In considering the security aspect, I’m sure it can really flow both ways depending on supplemental arguments- while the Pro may be able to argue “regional police,” as you say, the Con would just say that China’s policing of East Asia hasn’t been beneficial and China’s rise would simply exacerbate the problem. And then the situational question would be to decide China’s potential merits as a hegemonic power…intriguing.

You’re correct that much of this debate will center around winning a characterization of the nature of China. Smart aff and neg teams would do well to discuss this as part of their case.
