States Counterplan: Testing Federal Action

To wrap up our free evidence series, we have one more generic argument — this file, by Cross Examination Debate Association Champion Derek Ziegler, outlines another core controversy of this year’s topic: Federal vs. State action.

The States Counterplan is a large issue on most domestic topics, and for good reason. There has been much debate about the federal role in transportation infrastructure and some question as to whether smaller projects, tailored to specific state needs, would be a better solution than one-size-fits-all federal grants.

    When I tried clicking on the link, all that came up was jibberish. I have the newest Word on my computer, so it should have read it.

      Hi Alicia,

      We’re working on making this a little easier, but try “right-clicking” it, then selecting “save link as.” If you save it as a .doc, you should be able to read it. If that still doesn’t work, then I’d be happy to send it to you. Either way, let me know if that works for you!
